Minnesota License Types and Billing

The Minnesota Board of Behavioral Health and Therapy and the Minnesota Board of Psychology oversee the following credential types that can independently bill insurance:

  • LPCC— Licensed Professional Clinical Counselor (Minnesota's fully independent counselor credential)
  • LICSW — Licensed Independent Clinical Social Worker
  • LMFT — Licensed Marriage and Family Therapist
  • LP — Licensed Psychologist (doctoral level)

Minnesota uses "LPCC" for its independent counselor credential and "LICSW" for its independent social work credential. The LPC and LGSW are supervised pre-licensure credentials and cannot independently bill commercial insurance. Your Minnesota license number, NPI, and taxonomy code must appear on every superbill.

State-Specific Billing Regulations

  • Mental health parity.Minnesota enforces both federal MHPAEA and the state's own Minnesota Mental Health Parity Act, which requires parity for mental health and substance use disorder benefits.   • Ask BCBS MN clients about Aware vs. Aware Ultra.The benefit difference between these two plans is material — Aware Ultra typically has a lower OON deductible and higher reimbursement rates. Clients often don't know which they have; direct them to call the member services number on their insurance card.
  • HealthPartners HMO is common in Twin Cities employer plans. HealthPartners HMO members have no OON benefit. This is a frequent source of client disappointment. Verify plan type before counting on superbill reimbursement.
  • Rochester supports premium fees.Rochester's Mayo Clinic healthcare ecosystem means many clients are physicians, nurses, and healthcare administrators with strong employer-sponsored PPO plans and higher-than-average income. OON fees of $155–$195 are sustainable in Rochester.
  • Telehealth expands rural reach.Greater Minnesota (outside the Twin Cities) has significant therapist shortages. Minnesota's strong telehealth parity law makes OON telehealth practice viable for serving rural clients with employer PPO plans.
  • PreferredOne is a Twin Cities employer staple. PreferredOne is common in Twin Cities metro employer groups but is less familiar to out-of-state therapists or newly independent practitioners. Get familiar with their claims portal before advising clients.
